Description
The City of Buffalo Department of Public Works is soliciting professional services from a qualified historic preservation consultant to prepare a comprehensive, National Park Service-compliant Historic Structures Report for Buffalo City Hall and a National Historic Landmark Designation Feasibility Study. The work includes historical research, architectural and existing-conditions assessments, historic integrity and material conservation evaluations, photographic documentation, deficiency mapping, preservation recommendations, restoration priorities, maintenance guidance, and comparative national research under the NHL criteria. Deliverables include draft and final Historic Structures Reports, a standalone NHL Feasibility Report, a digital photograph archive, presentation materials, and supporting research documentation. The consultant team must include a Secretary of the Interior-qualified Architectural Historian and Historic Architect, and must have experience preparing Historic Structures Reports for major civic buildings. The anticipated project duration is approximately one year from notice to proceed, with a budget not exceeding $300,000. Proposals must address technical approach, work plan, schedule, qualifications and resumes, three comparable projects, task-based fees, and an MWBE participation plan. The solicitation also requires workers’ compensation and disability, general liability, automobile liability, and professional liability insurance.
