Description
Gainesville Regional Utilities, a municipal utility owned by the City of Gainesville and governed by the Gainesville Regional Utilities Authority, is soliciting proposals from qualified entities legally authorized to own and operate water and wastewater utility systems in Florida. The Invitation to Negotiate covers acquisition, ownership, operation, maintenance, repair, replacement, regulatory compliance, customer service, and potential transfer of the Cross Creek Mobile Home Park water and wastewater systems. GRU may negotiate transaction structures, terms, and conditions and may select one or more respondents based on overall value and the best long-term solution rather than the highest financial offer. The systems serve approximately 50 connections and include groundwater wells, chlorination and storage facilities, water distribution infrastructure, wastewater collection and pumping facilities, an 8,000-gallon septic tank, and drainfield assets. The wastewater drainfield is currently nonfunctional, requiring tanker-truck hauling to Gainesville’s wastewater system. Proposals must address comparable utility experience, financial capacity, regulatory compliance, emergency response, transition planning, capital investment, operational commitments, economic terms, and references. Responses are limited to 34 pages and must be uploaded through the designated electronic procurement portal.
