Description
The City of East St. Louis is soliciting qualifications and proposals from qualified utility companies interested in acquiring, owning, operating, and maintaining the City's wastewater collection system. The system serves approximately 18,500 residential customers and commercial and industrial users and includes separated and combined sanitary/storm sewers, service risers, sewer lines, and 20 identified lift stations. The selected respondent would assume responsibility for ongoing operations, maintenance, repairs, regulatory compliance, customer service and billing, employee and labor matters, capital improvements, and transition activities. Responses must address organizational structure, wastewater utility experience, operations and capital improvement approaches, transition planning, financial condition and credit ratings, wastewater rates, references, acceptance of the City's initial terms and conditions, and additional offer concepts. The proposal must include a purchase price, financing contingencies, and proposed future customer rates. The transaction is contingent on City Council approval, negotiation of final terms, and required regulatory approvals. One signed original and five copies of the Qualifications Statement and Bid Proposal are required.
