Description
The City of Garland is soliciting a competitive sealed proposal for an on-call utility repair construction contract covering miscellaneous installation, repair, replacement, and emergency response work for water and wastewater infrastructure. Work may include water and sewer main construction, pipe and valve installation or replacement, service connections, manholes, bypass pumping, pavement and concrete restoration, trench safety, traffic control, testing, erosion control, and related site restoration. Projects will be assigned individually, including scheduled work and emergency responses requiring mobilization within six or 24 hours. The contractor must demonstrate experience with annual on-call utility contracts, large-diameter reinforced concrete cylinder pipe, work in waterways and streets, wastewater bypass pumping, extended utility replacements, and large-diameter point repairs. The purchase order amount is $3,000,000, with a one-year contract period or until that amount is expended, whichever occurs first, and up to four additional contract periods by mutual agreement. The solicitation evaluates price, labor and equipment rates, similar-project experience, self-performance, subcontracting, and prior City relationship. A five-percent bid bond is required with the response; 100-percent payment and performance bonds and a 10-percent maintenance bond for two years after acceptance are required as applicable after award. The response must include pricing, labor and equipment rates, similar-project experience, self-performance information, a bid bond, and the completed bidder's qualification statement, with electronic submission through the City's procurement portal.
