Description
The City of Garland is soliciting a competitive sealed proposal for an on-call utility repair construction contract covering miscellaneous installation, repair, replacement, and emergency response work for water and wastewater infrastructure. Work may include water and sewer main construction, utility repairs, pavement and concrete restoration, valves, hydrants, meters, manholes, bypass pumping, trench safety, traffic control, erosion control, testing, and related incidental work at various locations throughout the city. The contractor must support scheduled and emergency work, including mobilization within six hours for immediate emergencies and within 24 hours for emergencies, and must complete individual projects generally within 10 days unless otherwise agreed. The purchase order will be issued for $3,000,000, with a one-year contract period or until that expenditure is reached, whichever occurs first. The contract may be renewed for up to four additional contract periods. The proposal is evaluated on pricing, labor and equipment rates, similar-project experience, prime-contractor self-performance, and past relationship with the City. Respondents must provide pricing, qualifications, references, experience on representative water and wastewater projects, self-performance and subcontractor information, and a 5% bid bond. Payment and performance bonds at 100% of the awarded contract and a maintenance bond at 10% for two years are required as specified.
