Description
The City of Alexandria is soliciting proposals for professional NERC Transmission Operator services for its municipal transmission facilities. The selected contractor must provide NERC-certified Transmission Operator personnel and continuous 24-hour-per-day, seven-day-per-week, 365-day-per-year operations, including supervision and reliable operation of the City's transmission facilities in compliance with applicable NERC, SERC, FERC, and MISO requirements. The scope includes providing a transmission control center with redundant and diversely routed data exchange infrastructure, redundant ICCP circuits, SCADA with scan rates not exceeding four seconds, real-time visual and audible alarms, primary and backup voice communications, data-quality alarming, and onsite-generation backup power. The contractor must also provide backup control-center functionality, interface with power-marketing contractors, support MISO market operations, comply with existing contractual agreements, and provide pricing, staffing, assumptions, terms and conditions, financial-stability information, regulatory-compliance information, and at least two references for similar services. The contract term is a minimum of three years or as negotiated, beginning at signing. An on-site demonstration or interview may account for 40 percent of the evaluation score.
