Description
The Shoalwater Bay Indian Tribe is soliciting proposals for consultant services to develop 30% design plans for a Tribal Campus Road and associated parking infrastructure. The project supports relocation of tribal residents and public facilities to uplands near Tokeland, Washington, and includes conceptual road, grading, stormwater, utility, and site design; architectural coordination; civil, electrical, and geotechnical engineering; topographic surveying; environmental review; second-level engineering review; and community engagement. The proposed road will loop from Eagle Hill Road through the planned tribal campus and return to Eagle Hill Road, serving future public facilities and transit access. Proposals must include company information and qualifications, project approach and methodology, work plan and timeline, key staff roles, project deliverables, a cost proposal with hourly rates and estimated total cost, at least three relevant references, required credentials, and statements addressing grant, tribal, and preference-policy compliance. Proposals are limited to 20 pages, excluding resumes and certifications. The identified grant amount is $312,200. The selected consultant must pass a background investigation and provide professional indemnity insurance or a performance bond covering 100% of the contract price. Tribal, minority-, women-, disadvantaged-, and veteran-owned businesses may receive preference points when applicable.
