Description
Kitsap County is seeking a third-party administrator to manage its self-insured workers' compensation program. The selected contractor will manage claims opened or reopened after January 1, 2027, assume management of existing open claims, investigate and adjudicate claims, establish and review reserves, process payment requests, support litigation and settlements, pursue subrogation, and coordinate return-to-work, vocational, medical, and loss-control services. The scope also includes managed care, a claims database and online access for County staff, recurring financial and loss reports, OSHA and Washington Labor and Industries reporting, Medicare and CMS reporting support, training, regulatory updates, and annual program recommendations. Proposals must address organizational experience, staffing, claims and managed-care services, the risk management information system, transition from the current administrator, financial condition, references, and costs. The solicitation requires a proposal certification, exceptions and assumptions form, cost proposal, client references, financial records, resumes, descriptive literature, and signed addenda when applicable.
