The City of Walker is seeking a qualified consultant to develop a strategic development plan for its Downtown Development Authority. The project will identify opportunities for improvement, internal growth, organizational development, and downtown-based projects and programs for future implementation. The consultant should review existing plans and data, refine prior mission, vision, and goal statements, develop an action plan and implementation schedule, and provide benchmarks and recommendations for future initiatives. The scope may include recommendations concerning the Financing Plan, tax increment financing assumptions, project lists, funding strategy, cost estimates, and revenue projections. The plan should incorporate the Central Standale Sub-Area Plan. Engagement is expected to include stakeholder interviews and presentations to the DDA Board and City Commission, with coordination among city management, engineering, public works, communications, community development, and the DDA Board. Deliverables include a bound hard copy, a digital plan, and digital access to engagement materials. The City clarified that one combined TIF table is envisioned, although alternative approaches may be proposed, and that fewer than two recent similar-project examples may be accepted if other applicable experience and knowledge are demonstrated. The project is targeted for completion within six months of contract execution, although that target is flexible, and the City has no established budget range.
