Description
The City of Roseburg is seeking professional services to update its pay plan for approximately 40 non-represented employees across 30 job classifications. The consultant will review job descriptions and the existing compensation structure, assess knowledge, education, experience, relevance, and hierarchical consistency, and recommend classification changes, including additions, deletions, or modifications. The scope includes in-person interviews of selected staff if needed; identification and surveying of comparable public entities for wages and total compensation; analysis of external competitiveness, internal equity, salary compression, and compensation inequities; recommendations for pay structures and corrective actions; recommendations regarding FLSA exempt or non-exempt status, particularly for the Battalion Chief classification; and periodic status reports. Proposers must demonstrate similar classification and compensation studies for at least two other Oregon public entities within the past ten years. Proposals must include the completed Proposal Form, qualifications, project approach, fee proposal, references, and other information specified in the RFP.
