The Del Norte Local Transportation Commission (DNLTC) is soliciting proposals from qualified consulting firms to prepare the 2028 Regional Transportation Plan (RTP) and related environmental documents. The project involves updating the 2024 RTP, conducting CEQA analysis, preparing a program Environmental Impact Report (EIR), and filing the Notice of Determination (NOD). The consultant will work under the direction of the DNLTC Executive Director and must provide their own office space, equipment, and insurance. The contract spans fiscal years 2026-27 and 2027-28, with completion by May 31, 2028. The proposed budget is $164,000. Proposals must be submitted electronically in unlocked PDF format by September 23, 2026, at 5 p.m. Evaluation criteria include responsiveness, qualifications, experience, methodology, and value.
