Description
The City of Medford is soliciting proposals for comprehensive downtown parking enforcement and administration services. The scope includes regular foot patrols; enforcement of time limits, payment, permit, loading, accessibility, and other parking regulations; warnings and citations; scofflaw processing; vehicle immobilization and authorized impound support; customer service; citation inquiries, corrections, and appeals; and required Municipal Court appearances. The contractor must provide staffing, supervision, relief coverage, training, uniforms, communications equipment, compatible mobile devices, office support, reporting, data management, and operational continuity. Administrative duties include parking permit issuance and renewal, payment and fine processing, delinquent notices, collections referrals, financial reconciliation, revenue remittance, and monthly performance reporting. The contractor must use City-designated systems, protect sensitive information, support City-directed technology and policy changes, and be fully operational for the November 1, 2026 contract start. The initial term runs through June 30, 2027, with two optional one-year renewals.
