Description
Ocean County is soliciting primary and secondary contractors to provide secure out-of-state prisoner transportation for the Sheriff's Office. Services include taking custody of prisoners, transporting them by ground, commercial air, or another approved method, transferring custody at designated destinations, and retrieving prisoners within the required time frame. Contractors must provide at least two transporting agents, separate male and female prisoners, furnish restraints, maintain secure and properly equipped vehicles, and provide meals, lodging during delays, and limited prisoner-property handling. Contractors must maintain 24/7/365 operational availability, have at least three years of prisoner-transport experience, complete employee background investigations, drug screening, psychological testing, fingerprinting, motor-vehicle checks, licensing, and extensive training. The submission must address staffing and resources, transportation capabilities, operating procedures, personnel qualifications, vehicles and maintenance, legal compliance, inmate care, reporting, security and control, incident handling, medical emergencies, and cancellation procedures. Pricing is calculated primarily on a per-mile basis, with a $200 minimum transport charge and specified discounts for multiple pickups or drop-offs.
