Description
The Department of Commerce (DoC) is implementing a financial systems modernization project that will result in the use of the Invoice Processing Platform (IPP) for the submission and payment of invoices. Beginning October 2026, the following bureaus and offices will transition to IPP: Bureau of Economic Analysis (BEA), International Trade Administration (ITA), Minority Business Development Agency (MBDA), National Telecommunications and Information Administration (NTIA), National Technical Information Service (NTIS), Office of Inspector General (OIG), and Office of the Secretary (OS). The Bureau of Industry and Security (BIS), the Census Bureau, the Economic Development Administration (EDA), and the National Oceanic and Atmospheric Administration (NOAA) have already transitioned to IPP. Additionally, the National Institute of Standards and Technology (NIST) and the First Responder Network Authority (FirstNet) will also transition in October 2026. IPP is a secure, Web-based electronic invoicing system provided by the U.S. Department of the Treasury's Bureau of the Fiscal Service at no charge to federal agencies and their vendors. It allows vendors to receive electronic Purchase Orders (POs) and send electronic invoices, either through file exchange or by pulling data directly from POs. IPP also provides online access to invoice status and payment information. Prior to the transition, the clause "Invoice Processing Platform-Alternate I (Dec 2022)" will apply to all existing contract actions for these bureaus/offices. After the transition, the clause "Invoice Processing Platform (Dec 2022)" will apply. Vendors are encouraged to review information at https://www.ipp.gov/knowledge-center/vendors/getting-started. Enrollment instructions will be emailed to the Contractor Government Business Point of Contact (as listed in SAM) within three to five business days of the contract award's addition to IPP, anticipated in October 2026.
