Description

The Pipeline and Hazardous Materials Safety Administration is soliciting research proposals for multiple pipeline safety topics under Other Transaction Agreements. Topics span anomaly and threat detection, liquid leak detection, liquefied natural gas safety, repair and rehabilitation, and threat prevention. Proposed work may involve pipeline inspection and nondestructive evaluation, leak-detection technologies, LNG modeling and facility safety, composite-reinforced pipeline testing, automation, supervisory systems, continuous threat monitoring, or dig-law notification applications. Projects must include defined technical work scopes, deliverables, schedules, budgets, stakeholder participation, and technology or knowledge-transfer plans. Technology-development topics generally require advancement and validation through specified Technology Readiness Levels, while all projects require resource sharing, with a minimum non-Federal cost share of 50 percent for technology-development topics and 20 percent for knowledge-development topics. Proposals are limited to 20 single-sided pages, excluding the title page, public summary page, and Appendices A and B, and must include the required proposal attachments, cost-share commitment letters, and supporting budget and accounting information. Submissions must be made electronically through the Pipeline Safety R&D Management Information System; the proposal and attachments must be in PDF format except for the editable Excel milestone schedule.
