Description
The U.S. Maritime Administration's Maritime Environmental and Technical Assistance program is seeking proposals from domestic design teams to develop one or more commercially useful vessel designs. Proposed work may redesign existing projects, support vessels in early design, or develop theoretical and experimental designs for coastal, inland-waterway, or Great Lakes operations. Teams should generally include naval architects, marine engineers, shipyards, owners or operators, and technology providers, with additional logistics, financing, or public-sector partners as appropriate. The work must integrate hull, machinery, propulsion, and other technologies to target a 30% energy-efficiency improvement over conventional vessel designs and meet specified underwater radiated noise source-level parameters under normal operating conditions. Required analysis includes hydrodynamic and fuel-burn modeling, underwater radiated noise modeling, stability and load analyses, technology-readiness and commercial-availability assessments, cost comparisons, return-on-investment analysis, and evaluation of implementation barriers. Deliverables include preliminary vessel designs, interim progress information, a publicly releasable final report, and participation in a debrief with the Maritime Administration. The project must be completed within 18 months of award, and proposals are limited to 20 pages with clear identification and justification of any artificial-intelligence use.
