Description
Burke County is soliciting qualifications from organizations with demonstrated experience establishing and operating licensed Facility-Based Crisis Centers or comparable crisis stabilization facilities to serve as the Clinical Advisor for a new behavioral health crisis center. The advisor will provide practical operational expertise during planning, design, and construction, complementing the architectural and engineering team rather than performing architectural, engineering, construction administration, project management, or facility operations services. The scope includes reviewing programming, space plans, design documents, and proposed clinical areas; advising on patient flow, intake, observation, staff workflow, medication management, security, family engagement, regulatory compliance, trauma-informed and recovery-oriented design, and operational impacts of construction changes; participating in meetings; and providing written design-review comments, regulatory and operational memoranda, and transition recommendations. Services are expected to be primarily remote, with periodic on-site participation as needed. Respondents must demonstrate direct Facility-Based Crisis or comparable crisis-stabilization experience, behavioral-health licensing and Medicaid knowledge, healthcare planning or design collaboration, and qualified personnel. Statements of Qualifications must include a cover letter, organizational overview, up to five relevant projects, proposed advisor information, a project approach of no more than three pages, three professional references, and a disclosure regarding potential interest in a future operating-provider procurement. Pricing is not requested because compensation will be negotiated with the selected respondent.
