Description
The City of West Richland is requesting proposals from qualified law firms or individual attorneys to serve as City Attorney and provide general municipal legal services. The scope includes advising elected officials and staff; researching legal issues; preparing and reviewing ordinances, resolutions, contracts, policies, and other legal documents; advising on land use, development, public works, utilities, procurement, real estate, employment, labor, public records, open meetings, ethics, code enforcement, and municipal risk matters; and representing or overseeing the City in civil litigation and administrative proceedings. The attorney must be available for telephone, email, video conference, and in-person consultation and site visits as reasonably necessary, and may be asked to attend City Council and other municipal meetings. Each proposed attorney must hold a Juris Doctor degree from an American Bar Association-accredited law school and be an active member in good standing of the Washington State Bar Association. Proposals must address firm and personnel qualifications, relevant Washington municipal experience, conflicts of interest, service approach, availability and backup coverage, billing and cost controls, compensation structure, earliest start date, and at least three comparable references from Washington local-government clients. The initial contract term is anticipated to be three years, with renewal by mutual agreement. The proposal is limited to 15 pages, excluding resumes and required forms, and must include the City's signed RFP Certification. Proof of comprehensive insurance, including liability and lawyers' professional errors and omissions coverage of at least $2,000,000 per occurrence or claim, is required upon execution of the professional services agreement.
