Description
Union County is soliciting Statements of Qualifications from qualified firms to provide Construction Manager at Risk services for a two-phase renovation project. Phase 1 involves the approximately 41,000-square-foot adaptive reuse of a former commercial shopping center into county office and operational space, including offices, meeting rooms, conference rooms, restrooms, workrooms, support spaces, storefront improvements, and minor parking-lot improvements. Phase 2 involves approximately 27,553 square feet of interior renovations and updated finishes at the Historic Post Office, which is expected to remain occupied and operational during construction. The selected CMAR will provide services throughout programming, design, preconstruction, construction, and closeout, including constructability reviews, estimating, scheduling, cost control, value analysis, phasing and logistics planning, subcontractor prequalification and bidding, Guaranteed Maximum Price development, construction management and supervision, safety and quality control, payment review, commissioning, and closeout. The anticipated construction budget is approximately $5 million. Respondents must be licensed North Carolina general contractors and must demonstrate relevant CMAR experience, bonding capacity, Builders Risk insurance capability, project-team qualifications, financial capacity, legal history, and a small-business outreach approach. The SOQ must not include pricing or project-specific work product.
