Description
The Nevada State Purchasing Division, on behalf of the Nevada Department of Motor Vehicles, is seeking a qualified vendor to perform a one-time independent verification and validation assessment of the DMV’s Digital Transformation Effort. The assessment will evaluate program governance, project deliverables, architecture, solution design, integrations, software development lifecycle activities, testing, security, operational readiness, documentation, modernization activities, and overall program risks. The contractor must provide independent findings, observations, risk assessments, and evidence-based recommendations, including a comprehensive final assessment report. The contractor must maintain organizational independence from the DMV’s modernization implementation vendors, subcontractors, and solution providers, and may not perform implementation, configuration, software development, system integration, managed services, or operational support for systems evaluated under the engagement. Responses will be evaluated on methodology, understanding of the transformation effort, relevant organizational experience, and proposed key personnel. The solicitation includes mandatory requirements, critical-item responses, a requirements response matrix, a vendor response workbook, a cost proposal, lobbying certification, vendor information, and client references; client reference questionnaires must be submitted directly by references rather than by the proposing vendor.
