Description
The Municipality of Norristown is soliciting janitorial services for Municipal Hall, including designated Police Department and other secure areas, and the Norristown Recreation Center. The approximately 32,607-square-foot Municipal Hall and 13,939-square-foot Recreation Center require daily, weekly, monthly, and semi-annual cleaning, including trash and recycling removal, floor care, restroom and shower sanitation, surface disinfection, glass cleaning, supply replenishment, stairwell cleaning, carpet extraction, and gymnasium floor cleaning. The contractor must provide all labor, supervision, equipment, cleaning materials, and consumable supplies. Services are generally performed after 4:30 p.m. at Municipal Hall and after 8:30 p.m. at the Recreation Center, Monday through Friday except observed municipal holidays. Personnel must pass background investigations, comply with applicable CJIS and Pennsylvania CLEAN requirements, wear identification, and follow secure-facility access procedures. The initial term runs from January 4, 2027, through December 31, 2029, with up to two optional one-year extensions. The solicitation requires a price proposal, insurance certificates, company background and relevant experience, staffing and workforce qualifications, a quality assurance and monitoring plan, three professional references, a secure-facility experience and security-compliance statement, and an invoice package example.
