Description
Harris County is seeking a qualified firm to conduct an electric vehicle readiness assessment; develop a charging infrastructure strategic plan, site plan, electrical one-line diagrams, and construction documents; coordinate utility interconnection, load increases, transformer upgrades, and permitting; and provide procurement support, installation management, commissioning, training, and at least 12 months of post-installation technical support. The project includes one dual-port Level 3 charger with two CCS1 ports and six single-port Level 2 chargers, with total continuous power configurable between 180 kW and 360 kW. The charging system must support charge management, network connectivity, monitoring, reporting, diagnostics, load management, and fleet-system integration as applicable. The selected firm must provide detailed technical and cost proposals, demonstrate at least three comparable projects, and address transit or fleet charging design, utility coordination, permitting, construction oversight, commissioning, and operational continuity. The federally funded project includes Buy America, Davis-Bacon and prevailing-wage, federal transit, insurance, bonding, and other compliance requirements. Required proposal materials include pricing, experience and qualifications, capacity and resources, project methodology, references, certifications, subcontractor information, a sample insurance certificate, and specified federal and county forms.
