Description

The Connecticut Department of Transportation is seeking a design-build team to design, permit, and construct approximately one mile of 10-foot-wide multi-use trail connecting Trout Hatchery Road to South Walnut Street in Plainfield. The project includes granular trail pavement, an asphalt treatment at the road crossing, signage, split-rail fencing, environmental and water-resources permitting, drainage and cross-culvert inspection and improvements, utility coordination, traffic maintenance, landscaping restoration, public outreach, and design and construction quality control. The procurement requires separate Technical and Price Proposals submitted electronically through Bid Express. The Technical Proposal must include a transmittal letter, Statement of Qualifications form SOQ DB255, an executive summary, qualifications and key-personnel information, organizational chart and narrative, technical approach, preliminary project schedule, and project-management overview. The Price Proposal must include the required certifications, escrow agreement, price proposal form, bid bond, and non-collusion affidavits. Construction contractors must be prequalified in CTDOT Work Category 5B, Parking Lots and Paved Trails, Scope Code F; the DBE goal is zero percent. A 30 percent bid bond is required, and the project includes a $25,000 stipend for the three highest-scoring unsuccessful proposers that satisfy the stated eligibility conditions.
