Description
The Town of North Branford is soliciting Statements of Qualifications from qualified firms or individuals to conduct a comprehensive review of its Finance and Accounting Department. The engagement includes evaluating organizational structure, staffing, workflows, accounting and financial management practices, budgeting and financial planning, internal controls, policies and compliance, technology and financial systems, and alignment with recognized governmental and municipal best practices. The selected consultant must provide a written final report containing an executive summary, methodology, assessment of current practices, benchmarking, identified strengths and deficiencies, prioritized recommendations, policy and procedure updates, organizational and staffing recommendations, internal-control and technology improvements, an implementation timeline, and a prioritized action plan. The consultant must also present findings and recommendations to the Town Council. Responses must include firm or consultant information, relevant experience, project-team qualifications, proposed approach and methodology, at least three comparable references, availability and schedule, and a fee proposal.
