Description
The State of Arkansas, through the Office of State Procurement for the Arkansas Department of Education, is soliciting multiple contractors to provide comprehensive K-12 emergency notification systems for eligible school and district campuses. Required capabilities include immediate and redundant emergency communications across Wi-Fi, cellular, wired, fiber, and other IP-based networks; physical devices, wearable tags, mobile applications, desktop interfaces, or comparable activation methods; direct connections to 911 and selected first responders; simultaneous alerts to school and district stakeholders; role-based administration; safety profiles; campus-wide coverage; multifactor authentication; administrative security controls; and safeguards against accidental alerts. The scope also includes system hardware, software, network support, setup, configuration, installation, programming, customization, testing, maintenance, technical support, reporting, analytics, data security, disaster recovery, transition assistance, and in-person training. Optional add-ons may include two-way confidential text tips, internal notifications, video-surveillance integration, shot detection, and geofencing. Contractors must address student-data privacy, encryption, U.S.-based data storage, breach notification, backup and recovery, and applicable Arkansas and federal requirements. Proposals must include the completed Technical Proposal Packet, line-item pricing, and an Equal Opportunity Policy or statement; subcontractor and recommended-options forms are conditional or optional as specified.
