The U.S. Forest Service requires 24-hour monitoring, inspection, testing, and as-needed maintenance for existing burglar and fire alarm systems, including control panels, sensors, contacts, motion detectors, sirens, strobes, pull stations, emergency phone systems, backup batteries, and programming. The contractor must provide immediate alarm notifications, monthly inspections, emergency response within 24 hours, routine response within 72 hours, continuous remote access, service-call response, minor repairs and routine replacements, and maintenance reporting. The base year also includes a one-time surveillance upgrade: replacing five coaxial cameras and one dome camera with 5MP, 2.8 mm fixed-lens, NDAA-compliant-or-better IP cameras compatible with the existing Digital Watchdog Blackjack CX network video recorder, including labor, licenses, materials, integration, cable management, and a minimum two-year warranty. The contract is a firm-fixed-price requirements contract with one base year and four one-year option periods; option years include monitoring and maintenance only. The contractor must submit pricing for all line items, a technical approach addressing schedule capability and any exceptions, and information supporting acceptable or neutral past performance.
