Description
The City of East Palo Alto, serving as lead agency for East Palo Alto, Half Moon Bay, Portola Valley, and San Carlos, seeks a consultant to manage a regional electric vehicle charging infrastructure program. The selected vendor will provide grant management, permitting and environmental review coordination, design and construction procurement, contractor and utility coordination, construction-phase management, commissioning, reporting, budget tracking, closeout, and owner-representative services for 66 publicly accessible charging stations comprising 62 Level 2 stations and four DC fast-charging stations. The work includes coordinated project management across the four jurisdictions, preparation of schedules and procurement packages, site assessments, plans and specifications, quality assurance and quality control, easement and utility coordination, contractor oversight, grant compliance and reimbursement reporting, operational handoff documentation, training, and maintenance guidance. The solicitation identifies $96,660 as the amount allocated for East Palo Alto's project-management services. Proposals must include a technical approach, qualifications and experience, staff resumes, at least three comparable references, a fee proposal, required licensing information, and acknowledgment of or requested changes to the City's professional services agreement.
