Description
The Department of Veterans Affairs seeks a single-award, five-year Blanket Purchase Agreement for exact-brand, research-grade laboratory animal food, bedding, environmental enrichment, and other animal-care items for Veterinary Medical Units. Products must be irradiated, maintained under strict quality control, supplied without substitutions, and delivered directly by the contractor or distributor. Routine orders must be delivered within one week and emergency orders within one day; quantities will vary based on need. The scope also includes palletized delivery and, during a natural disaster that makes roads impassable, helicopter delivery of food and bedding and removal of contaminated animal waste. Offerors must be the OEM, an authorized dealer, authorized distributor, or authorized reseller for all required supplies and provide manufacturer authorization documentation with the offer. The response must include the completed SF 1449, completed price/cost schedule for the base and four ordering periods, and authorization documentation. Award will be made to one responsible offeror offering the lowest acceptable price with satisfactory past performance.
