The USDA Animal and Plant Health Inspection Service, Wildlife Services division, is conducting market research for a facility to process 500 to 1,600 white-tailed deer carcasses annually from November 1, 2026, through October 31, 2031. The facility must be located within 70 road miles of the intersection of Interstate 55 and Interstate 80 in Northeast Illinois, have paved road access, and be approved by the Illinois Department of Natural Resources and licensed by the Illinois Department of Agriculture as a Type II or higher facility authorized to process wild white-tailed deer meat. The processor will skin carcasses, remove and grind venison, package it in 1- to 2-pound packages marked with the plant name and “not for sale,” freeze and store the meat, separately hold meat associated with Chronic Wasting Disease testing, coordinate transfer to charities identified by Wildlife Services, and dispose of waste byproducts and offal through an approved landfill or other authorized method. The processor must maintain delivery data sheets for one year, permit regulatory inspections, and submit monthly electronic invoices. This is a Sources Sought notice rather than a solicitation; respondents are asked to provide organization information, a tailored capability statement, capacity information, and recent relevant past performance.
