PUBLIC NOTICE BOROUGH OF PENNS GROVE COUNTY OF SALEM, NEW JERSEY NOTICE TO BIDDERS (RE-ADVERTISEMENT) NOTICE IS HEREBY GIVEN that sealed bids will be received by the Borough Clerk of the Borough of Penns Grove at Borough Hall, 1 State Street, Penns Grove, New Jersey 08069, until 10:00 a.m. prevailing time on Wednesday, October 21, 2026, at which time they will be publicly opened and read aloud, for: INTERIOR CLEAN-OUT AND POSSIBLE SEPARATE ASBESTOS FLOORING ABATEMENT 64 EAST MAIN STREET, PENNS GROVE, NEW JERSEY The work consists of the interior clean-out of an approximately 10,000 square foot Borough-owned building and the removal and disposal of asbestos-containing flooring. The Borough may award one combined contract or separate contracts for the two components, to the lowest responsible bidder. All work shall be completed within thirty (30) calendar days after the Notice to Proceed. The total price of all work awarded shall not exceed $100,000.00, and the Borough will reject all bids if the lowest total cost exceeds that amount. Bid specifications and forms may be obtained from the Office of the Borough Clerk, Borough Hall, 1 State Street, Penns Grove, New Jersey, Monday through Friday, 9:00 a.m. to 4:00 p.m., or on the Borough's official website at www.pennsgrove-nj.org. The building may be inspected by appointment only, through Tuesday, October 13, 2026, by contacting the Borough Engineer at djohnson@grantecg.com. Written questions are due by Friday, October 9, 2026, as stated in the specifications. Bids must be submitted on the forms provided, in a sealed envelope bearing the bidder's name and address and marked "BID - 64 East Main Street - Interior Clean-Out/Asbestos Flooring." Each bid must be accompanied by a certificate from a surety company stating that it will provide a performance bond of twenty-five percent (25%) of the contract price if the bidder is awarded the contract. No bid guarantee is required. Bidders are required to comply with the requirements of P.L. 1975, c. 127. Bidders must also comply with the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq., and the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq., and must submit a statement of ownership as required by N.J.S.A. 52:25-24.2. The contractor and all subcontractors must be registered with the New Jersey Division of Revenue and Enterprise Services under N.J.S.A. 52:32-44, and proof of business registration must be submitted before award. This re-advertisement replaces the Borough's prior solicitation for the same work, under which all bids were rejected. Bidders who responded to the prior solicitation must submit a new bid. The Borough of Penns Grove is soliciting sealed bids for the interior clean-out of its approximately 7,000-square-foot building at 64 East Main Street, including removal of non-structural contents, fixtures, finishes, debris, and rubbish; hauling and lawful off-site disposal; refrigerant recovery; site safety and housekeeping; and close-out documentation. The Borough may award one combined contract or separate contracts for the general clean-out and asbestos flooring abatement components. The total amount awarded may not exceed $100,000. The asbestos component includes containment, removal, packaging, transport, and lawful disposal of asbestos-containing flooring and associated mastic; required permits, notifications, worker protections, monitoring coordination, clearance procedures, manifests, and disposal records. Bidders must submit the required bid forms, ownership disclosure, addenda acknowledgment, consent of surety, registrations, notarized non-collusion affidavit, equal-employment-opportunity acknowledgment, statutory certifications, qualifications and comparable-project references, personnel and subcontractor information, a completion schedule, and applicable asbestos licenses and worker permits. A certificate of insurance or insurer letter is required. Work must begin within five calendar days after the Notice to Proceed and be completed within 30 consecutive calendar days; prevailing-wage and public-works requirements apply.
