Description
The State of South Dakota, through the South Dakota Department of the Military on behalf of the Governor's Resilient Infrastructure Task Force, seeks a qualified marketing and communications firm to develop and manage an ongoing statewide public-education campaign. The campaign must make infrastructure resilience understandable and actionable for residents, families, communities, local and tribal governments, businesses, and employers, addressing disruptions affecting essential services such as energy, communications, water and wastewater, transportation, fuel, and healthcare. The scope includes audience research, campaign strategy, message development and testing, creative and content production, public and community engagement, media planning and placement, measurement, monthly reporting, quarterly performance reviews, and continuous refinement. Potential deliverables include fact sheets, infographics, newsletters, preparedness checklists, toolkits, social media content, digital advertising, video, photography, animation, audio, public-service announcements, event materials, presentations, and earned-media materials. Website development and hosting are excluded, but the contractor must coordinate campaign content with a separate website contractor. The initial contract term is 12 months, with up to two additional one-year option periods, and the initial campaign budget is $250,000. Proposals must identify the proposed services, deliverables, quantities, budget allocation, assumptions, and media mix.
