Description
Clark Public Utilities is seeking quotes for the purchase and removal of surplus oil-filled electrical equipment, primarily transformers, along with miscellaneous electrical equipment. The scope includes loading, hauling, transporting, storing, treating, recycling, and disposing of equipment and oil with specified PCB concentrations. Metal components must be recycled by smelting; oil must be recycled into base stock or new product, with specified handling for oil that cannot be dechlorinated to below 1 PPM PCBs. The bidder must provide recycling or disposal certificates and documentation that receiving facilities and subcontractors have the required approvals and permits. The utility will load the vehicles, while the contractor is responsible for equipment placement and securing the load. Material must be removed within 20 calendar days after notification that it is available for pickup. The quote form requests prices by KVA, gallon, or pound, as applicable, and asks vendors to identify whether they can store and process equipment containing at least 50 PPM PCBs. The initial contract period is one year, with up to two additional one-year extensions.
