Description
The California Department of Water Resources is soliciting qualifications and proposals from California Class A General Engineering Contractors to serve as the Design-Builder for the Kane Spring Progressive Design-Build Project. The project will provide water-based and vegetation-based dust control, shoreline bird and pupfish habitat, improved water-use efficiency, and wetlands enhancement along the Salton Sea. Major features include ponds, conveyance and habitat ditches, berms, wetlands enhancement, invasive-species removal, native revegetation, and vegetation enhancement areas. The selected Design-Builder will provide Phase 1 design and preconstruction services, including site investigations, permitting support, alternatives analysis, design development, cost estimating, scheduling, constructability reviews, GMP development, and negotiations. Phase 2 construction may proceed through one or more work packages if the parties agree on GMP proposals and execute amendments; construction responsibilities include furnishing labor, materials, equipment, and services, followed by commissioning, performance testing, environmental compliance, and warranties. The estimated design and construction cost is $120 million to $130 million, with $65 million currently funded. Responses must include the specified SOQ/P sections, forms, team information, project experience, price proposal, and supporting financial, licensing, bonding, insurance, safety, and certification materials. Addendum No. 1 requires its signed cover page to be returned with the SOQ/P. Information Letter No. 2 clarifies that attendance at the mandatory site visit is limited to four people from each company comprising the Submitter team. Information Letter No. 3 states that requested nontechnical and technical one-on-one meetings will be virtual Teams meetings, scheduled in two-hour slots during October 5–9 and October 12–16, 2026; requests must be made by the Submitter team's designated contact, and the team must provide an agenda five calendar days before the meeting.
