Description
The Florida Department of Children and Families, Office of Substance Abuse and Mental Health, is seeking a single contractor to provide comprehensive operations for the South Florida Evaluation and Treatment Center, a secure, licensed, and accredited forensic mental health facility. The scope includes treatment for adults and juveniles adjudicated as adults who are committed as Incompetent to Proceed or Not Guilty by Reason of Insanity under Chapter 916, Florida Statutes. The contractor must provide integrated psychiatric, medical, nursing, substance abuse, competency restoration, rehabilitation, discharge planning, security, staffing, facility management, maintenance, housekeeping, emergency preparedness, reporting, and administrative services. The facility has a 249-resident operating capacity and requires a minimum staffing level of 322.1 full-time equivalents, 24-hour-per-day, seven-day-per-week service delivery, maintenance of Joint Commission Behavioral Health Care accreditation, and an electronic health record system with Department access and interoperability. The solicitation also requires a strategic future capacity expansion proposal and separate expansion cost proposal. The anticipated contract term is five years, with potential renewal subject to Florida law.
