Description
The agency seeks contractor-operated and maintained exclusive-use helicopter services to transport personnel and cargo for natural-resource missions, including search and rescue, limited law-enforcement surveillance and reconnaissance, and related administrative activities. The contractor must provide one light turbine helicopter for the full exclusive-use period and a second aircraft on call, with at least two aircraft carded under the contract at all times. The scope also includes qualified pilots and relief crew, mechanic support, a fuel-servicing vehicle and fuel, and required aircraft equipment, maintenance, and operational support. The aircraft must meet detailed seating, payload, performance, certification, avionics, safety, and external-load requirements. The solicitation requests a five-year IDIQ contract, with a possible extension of up to six months. Offers are evaluated on technical capability, organizational safety, past performance, and total evaluated price. The solicitation is a total small-business set-aside and limits subcontracting under the applicable federal clause.
