Description
The Massachusetts Office for Refugees and Immigrants is soliciting proposals from nonprofit organizations authorized to do business in Massachusetts to provide the Skill Training for Employment Pathways (STEP) Program. Respondents may propose all program components or defined subsets: participant recruitment and cohort identification, vocational training leading to industry-recognized credentials or licenses, supportive services, and post-training employment services. Training should address high-demand fields such as healthcare, information technology, food service and hospitality, culinary arts, manufacturing, and skilled trades, with related add-on instruction such as customer service, driver education, digital literacy, and workplace technology skills. Selected providers must use cohort-based, culturally and linguistically responsive models for work-authorized immigrants and eligible refugee populations, including individuals with limited English proficiency. Services may include bilingual instruction, contextualized English, coaching, case management, transportation and childcare assistance, credentialing support, job readiness, placement assistance, work-based learning, referrals, and participant-outcome tracking. The anticipated initial contract term is September 30, 2026, through June 30, 2027, with up to three additional one-year renewals. ORI anticipates up to $450,000 in aggregate initial-period funding, with individual awards expected to range from $50,000 to $150,000.
