Description
The County of Orange, OC Public Works, is soliciting a contractor to provide year-round emergency and non-emergency environmental cleanup services. The scope includes pollution and spill response, containment and removal of hazardous and non-hazardous materials, high-pressure and steam cleaning, confined-space entry, waste recovery and disposal coordination, traffic control, storm-drain and flood-control cleanup, watercraft deployment, incident-command support, and trauma scene and human-waste remediation. The contractor must furnish all labor, equipment, materials, and incidentals; respond to emergencies within specified timeframes; maintain qualified HAZWOPER personnel, required California contractor licenses and hazardous-substance certifications, a U.S. EPA identification number, and Registered Trauma Scene Management Practitioner capability; and provide at least three comparable California public-sector references from the past five years. The usage contract has a not-to-exceed amount of $1,500,000 and an initial three-year term beginning March 27, 2027.
