Description
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is soliciting bids for a single-well construction and reclamation project involving permitting, permanent plugging, and wellsite reclamation for API No. 47-099-00071, also identified as the Adkins #2 well. The contractor must provide equipment, materials, labor, and related professional services; obtain required permits; upgrade or construct access as needed; plug the well; manage waste; and reclaim the wellsite, access road, and disturbed areas. The federally funded project is subject to Davis-Bacon prevailing wage requirements, applicable environmental and historic-preservation conditions, Buy America requirements, safety obligations, and post-plugging methane-emissions verification. A mandatory on-site pre-bid meeting is required. Bids must include a five-percent bid bond, and the solicitation requires electronic submission through the wvOASIS Vendor Self Service portal.
