Description
The California Military Department is soliciting a contractor to install two new nested soil vapor gas monitoring wells and one groundwater monitoring well; decommission four existing soil vapor gas wells; conduct soil, groundwater, and soil vapor sampling; and complete associated laboratory analysis, quarterly monitoring, utility clearance, permitting, waste management, surveying, GeoTracker uploads, and environmental reporting. The work supports investigation of petroleum hydrocarbon and volatile organic compound contamination at the Stockton Field Maintenance Shop #24 and nearby wash rack. The prime contractor must possess a California C-57 Well Drilling Contractor license. The solicitation requires project management, a site-specific health and safety plan, licensed professional oversight for reports, a California-certified environmental laboratory, and final investigation, well construction, well destruction, and compiled reports. The contract period of performance is 18 calendar months, with an estimated September 2026 start and March 2028 end; the statement of work also identifies an estimated October 2027 project closeout milestone.
