Description
The City of Piqua is seeking an independent, third-party CPA firm licensed in Ohio to audit specified accounts, financial transactions, and related internal controls associated with the Finance Director, City Manager, and Contract & Purchasing Manager. The audit period runs from January 1, 2026, through each applicable individual’s separation or term-expiration date, with the auditor responsible for identifying any additional period that should be reviewed. The scope includes payroll and compensation, contracts and related payments, budgets and expenditures, cash balances, special and separation payments, purchase orders and invoices, purchasing and credit-card transactions, officer reimbursements, and termination controls for personnel access and equipment. The selected firm must evaluate authorization, documentation, recording, compliance, internal controls, potential indebtedness to the City, and significant exceptions. Deliverables include a written final audit report describing the objectives, scope, standards, methodology, procedures, findings, control deficiencies, conclusions, and recommendations, with prompt notification of significant matters discovered during fieldwork. The engagement begins upon execution of the agreement, and the final report is due within 60 days after contract signing unless otherwise approved in writing. Proposals must include a cover letter, service proposal, cost proposal, qualifications and personnel information, references, work plan, and exceptions to the contract terms.
