Description
The U.S. Department of Veterans Affairs is seeking a contractor to update air emissions inventories and potential-to-emit calculations for the VA Northern Indiana Health Care System facilities in Marion and Fort Wayne, Indiana. The work includes site visits, identification and assessment of newly installed or previously unaccounted-for equipment, targeted sampling and measurements, review of Indiana Source Specific Operating Agreements and other permits, and evaluation of compliance status and potential permit modifications. The contractor must develop facility-wide emissions inventories and potential-to-emit calculations in Microsoft Excel for criteria pollutants, greenhouse gases, and hazardous air pollutants; enhance each facility's compliance tracking tool; and prepare draft and final comprehensive reports containing datasets, permit review summaries, compliance findings, recommendations, and corrective actions. The resulting contract will be firm fixed price, with a base performance period from October 2, 2026, through April 2, 2027, and a possible service extension of up to six months.
