Description
The U.S. Forest Service seeks a Department of Energy-approved Project Facilitator to support energy savings performance projects at the Forest Products Laboratory. Services cover Phase 1 construction, acceptance, and measurement and verification, as well as Phase 2 investment-grade audit and proposal reviews, task-order negotiations, and award support. The facilitator will provide engineering and economic reviews of energy, renewable-energy, and water-efficiency measures; assess project pricing and construction costs; and advise on measurement and verification, operations and maintenance, commissioning, constructability, project risks, and regulatory requirements. The work also includes post-award design and installation support, participation in project meetings, review of commissioning and acceptance documentation, and post-installation and first-year performance reviews. Most work is remote or virtual, with specified travel priced separately. The solicitation is restricted to current DOE-approved Project Facilitator vendors. Proposals must include technical and price/cost volumes, including a sample task-order cost spreadsheet, and past-performance information.
