The Madison LakeWay – SkyLine Improvements are the culmination of a multi-year collaboration among public and private partners to create a more welcoming, accessible, and vibrant public shoreline along Lake Monona. The project will provide a green, inviting linear parkway along one-half mile of shoreline adjacent to John Nolen Drive. The project scope builds upon work completed under the John Nolen Drive Reconstruction project (WisDOT Project# 5992-11). The new SkyLine shoreline amenities include two boardwalks, a pier, pedestrian-scale site lighting, enhanced paths, seating and bicycle amenities, wayfinding signage, and extensive site landscaping. This single contract is for the construction of the Madison LakeWay – SkyLine Improvements for the Madison Parks Division.

Description

The City of Madison is soliciting a single construction contract for approximately one-half mile of public shoreline along Lake Monona adjacent to John Nolen Drive. The base bid includes two pile-supported pedestrian boardwalks, shoreline protection, concrete paths, site lighting and electrical service, seating and bicycle amenities, stormwater treatment and conveyance, signage and wayfinding, site restoration and landscaping, traffic control, and removal of the temporary John Nolen Drive lane crossover with related curb, median, and pavement-marking work. The solicitation also includes Alternate Bid Item 1 for construction of the Skyline Pier, including pile-supported concrete construction, decking, railings, seating, drainage, and lighting. The project has a 5% bid-bond requirement and a 5% Small Business Enterprise goal. Bidders must be prequalified for the applicable construction categories, including Bridge Construction and/or Repair (501), and must submit the required SBE Compliance Report with the bid. Work is anticipated to begin on or about June 15, 2027, with construction closeout required no later than July 1, 2028; in-water construction is restricted from March 1 through June 15. The contract includes a 5% bid bond, payment and performance bonding requirements after award, traffic-control coordination, extensive submittals and mockups, and a one-year workmanship guarantee.
