Description
The City of Madison's Economic Development Division is seeking a qualified firm to conduct studies of blighted areas on an as-needed basis under Wisconsin Statutes sections 66.1333 and 66.1105. Required work includes documenting study methodology, developing structure and parcel rating systems, identifying blighting influences, analyzing and disaggregating findings, and determining whether study areas qualify as blighted areas. Deliverables include executive summaries, findings and conclusions, sample and completed survey forms, maps of blighted parcels and structures, parcel-by-block maps, summary tables, and dated photographs. Proposals must describe the firm's qualifications, approach, staffing, quality-control procedures, anticipated City assistance, subcontractors, deliverables, three similar-project references, up to two comparable studies by the proposed project manager, resumes, and pricing. The contract term is one year, with up to three additional one-year renewals at the City's discretion.
