Description
Oakland County’s Purchasing Division, on behalf of its Department of Human Resources Benefits Division, seeks comprehensive administration of its Healthcare FSA, Dependent Care FSA, HSA, COBRA, and Direct Bill programs. Services include account and enrollment administration, claims processing and adjudication, HSA account and investment support, COBRA notices and lifecycle administration, direct bill invoicing and payment processing, debit cards, participant and employer portals, customer service, reporting, compliance support, and employee education. The addendum provides current program volumes, including 306 HSA accounts, 1,265 FSA participants, 32 COBRA participants, and 162 Direct Bill participants. The vendor must support Workday and Okta integrations, provide implementation services for a January 1, 2028 launch, and meet the stated security and experience qualifications. The contract is for three years, with two optional one-year extensions. Proposals must include the required bidder information, references, compliance certification, technical proposal, pricing workbook, and W-9.
