Description
The California Public Utilities Commission is seeking a contractor to provide independent Contract Oversight Management services for the California Connect Program. The contractor will review multiple Vendor Partner agreements and submissions; validate deliverables, invoices, reimbursements, data, and performance information; monitor contract timelines and service levels; identify contractual, financial, compliance, and continuity risks; maintain tracking logs and dashboards; and provide objective findings, recommendations, and executive-level reporting to the CPUC. The contractor may not operate the program, direct Vendor Partners, approve deliverables or payments, or make final program decisions. The scope includes three required Key Staff roles: Program Oversight Director, Financial Oversight Lead, and Reporting and Data Validation Lead. Required work includes transition-in and transition-out support, recurring oversight reports and dashboards, meeting and briefing support, invoice and financial validation, CA Connect Advance Account administration, and coordination of an annual independent equipment inventory audit. The contract is a professional services, non-IT engagement. Personnel must be based in and perform work from California unless CPUC authorizes an exception, and specified advisory committee, joint committee, kickoff, and other CPUC-directed meetings require in-person attendance. Proposals are evaluated on technical approach, organizational experience, Key Staff qualifications, work plan and quality assurance, interviews, and cost.
