Description
The State of Oregon, Department of Environmental Quality (DEQ) is seeking a contractor to provide licensing for an online safety and workplace learning content library. The content must be importable into the agency's existing Learning Management System (LMS), Workday, and must be delivered as downloadable, SCORM-compliant course files. The agency is not seeking an LMS solution, only content licensing. The scope of work includes providing a comprehensive library of safety training courses that align with current OSHA requirements and industry best practices. Minimum course content requirements include topics such as Bloodborne Pathogens, Hazard Communication, Respiratory Protection, and Active Shooter Response. The agency also prefers expanded content areas covering emergency preparedness, environmental safety, accessibility, DEIB topics, and professional development. All course content must be SCORM-compliant, ADA-accessible, and meet WCAG 2.1 AA standards. The contractor will be responsible for providing technical support for downloading course files, maintaining and updating content, and ensuring ongoing accuracy and compliance. The contract is anticipated to be for two years with options to renew for up to a cumulative total of five years.
