Description
The U.S. Trade and Development Agency seeks one contractor to independently review the completeness and technical appropriateness of deliverables for up to six USTDA-funded transportation activities in Pacific Island countries. The work requires extensive transportation infrastructure expertise, including airport and port development, operational analysis, economic and financial analysis, regulatory and legal analysis, and development-impact analysis. The contractor will provide advisory services, stakeholder coordination, written observations, and brief task reports assessing whether deliverables satisfy applicable Terms of Reference. Responses to each review package are due within nine business days, and a final report consolidating task reports and advisory findings is required. Travel to Pacific Island countries may be required up to three times for visits of no more than five working days each. The base period is 12 months with one 12-month option period. The technical proposal is limited to 10 pages, and the price proposal must be submitted separately using SF 1449. Contractors performing overseas work must obtain Defense Base Act and medical evacuation insurance for applicable personnel.
