Description
The Commonwealth of Kentucky, through the Kentucky Energy and Environment Cabinet and Division of Oil and Gas, is soliciting proposals to plug, remediate, and reclaim 15 orphan well sites in Webster County. Work includes site access and preparation, wellbore obstruction removal, cement plugging, casing cut-off, removal of wellhead equipment and flowlines, TENORM and gas monitoring, contaminated-material disposal, access-road restoration, erosion and sedimentation controls, grading, seeding, and establishment of permanent vegetative cover. The contractor must provide a technical solution and cost proposal, including personnel experience, similar project history, committed equipment, a detailed work plan, past performance with the Division, Davis-Bacon compliance procedures, and subcontractor information. The contract is firm-fixed-price, with plugging required within 180 days of contract award and final site acceptance requiring one year of permanent vegetative cover. A 5% bid guarantee is required, along with 100% performance and payment bonds from the successful bidder. The solicitation evaluates technical qualifications and total project cost.
