Description
Sandy City seeks a qualified professional consultant to update its impact fee studies through a two-phase engagement: Impact Fee Facilities Plans (IFFPs), followed by Impact Fee Analyses (IFAs). The work includes reviewing existing studies, master plans, capital plans, financial records, and development forecasts; assessing eligible public facilities and service areas; and developing defensible demand, cost, financing, and proportionate-share calculations. The consultant must prepare draft and final plans and analyses, public summaries, fee schedules, editable calculation models, maps, statutory compliance materials, and proposed implementation documents. The scope also includes coordination with City staff and the City Attorney, support for public notices and adoption, and attendance at review meetings and hearings. Proposals must describe the team and qualifications, Utah impact-fee experience, methodology, data needs, work schedule, project management, staff hours, deliverables, sample work, timeline, City resource needs, references, and any additional information. Pricing must be submitted separately from the proposal; optional cost breakdowns may be attached. A signed proposal certification, proof of required insurance, and the proposal documents are required at submission.
